Salary Details
- Remuneration for retired Central Government employees: Fixed monthly amount = Last pay drawn minus basic pension, with no DA/HRA/increment; Transport Allowance up to rate at retirement; TA/DA on official tour as per entitlement at retirement; paid leave 1.5 days per completed month, as per DoE OM 3-25/2020-E.IIIA dated 09.12.2020 (circulated by DoT on 08.02.2021).
- Remuneration for retired PSU employees (including BSNL/MTNL/ITI/TCIL and VRS-2019): As per DoT OM No. 03-10/2014-SEA-I/Fin dated 29.03.2022 read with clarification dated 16.06.2023; no DA/increment during contract; Transport Allowance and leave as per DoE norms.
- No HRA; no CGHS/medical reimbursement/staff car/residential accommodation; monthly payment basis.
Educational Qualification
- Retired Government servants/retired officials of PSUs/Research Organizations with adequate computer knowledge and hands-on experience in telecom domains such as Basic Telecom, Network Security, Mobile Technologies, NGN, Computer/Data Networks, Administration, etc.
Age Limit
- Less than 64 years as on the last date of application submission.
Selection Process
- A selection panel will be constituted; valid for 6 months; suitable candidates may be called for interaction/interview; department’s decision final and binding.

- Fill Annexure-A (Application Form) and attach required documents: Retirement LPC, last three months pension amount statement, PPO copy, photo, proof of qualifications/experience, and detailed resume (max 2 pages) covering telecom sector experience and office functions.

Instructions
- Duties may be assigned across LSA verticals: Service Compliance (CAF/EMR audits, service testing, rollout obligations), Technology (secured networks, time sync, disaster tech management, inspections, advocacy), Security (CMS/IMS O&M, curbing illegal operations, CDR/SDR analysis), Rural (DBT connectivity, OSO site verification, RF coverage testing), and Admin & HR (legal, PG, vigilance, building, DDO, misc).
- Computer literacy is necessary; outdoor duties across Bihar LSA may be required—those unable should not apply.
- Working hours: 9:30 AM–6:00 PM; may require early/late/holiday work without extra remuneration.
- Confidentiality: Data and deliverables remain with office; no disclosure without consent; handover all records.
- Taxes: Income tax/TDS deductible as per rules; service tax as applicable extra.
- Conflict of interest: No representation/advice adverse to Department’s interest.
- Termination: Either party may terminate with 30 days’ notice; governed by DoT consultant engagement guidelines as amended.
